The outer collar on the outside of the chaincase is stuck and preventing me from removing the cover. I completely removed the set screw already and soaked it for days in a penetrating oil then tried to get a pair of channel locks on there. it doesn't want to budge! does anyone have an idea how I can loosen this up so I can remove it?

Have you tried to lightly heat the collar and then see if you can move it with the channel locks. Try and heat only the collar. The set screw you took out was suppose to have locktite on it.Maybe someone put a little to much on and it got under the collar hard to tell try some heat maybe get lucky!!
