Ok so I'm trying to remove the skid and one bolt in the W-arm is not coming out. It just spins with the internal collar. Any thoughts?

Put the other side bolt back in. Tighten it slightly then loosen the one thats spinning.

Then when you have them both loose, you can remove one and put a screwdriver in the hole and apply enough pressure to the shaft to keep it from spinning while you get the second bolt out. Same goes for screwing them back in.
