What length can I get without hitting my exhaust? And how many can I pack in there? Double back?

You typically don't want anything more than 1/8" longer than your lug height, so as your sig says, I'm assuming your Cobra is 1 3/8? If so, stay around 1 1/2.
That being said, I also would add (I ride Cobras as well) that the Cobra is a softer rubber than many other tracks, so I personally don't and wouldn't stud mine. What conditions do you normally ride in? If you generally don't ride beat up, icy trails, studs aren't going to help much? I could be wrong, but I don't seem to see as many people studding anymore.
If you're set on studding, you should pick a pattern that suits your riding, and plan on around 168 studs. Choose your backer plates carefully as well. Some will help prevent pullout better than others.

I got 1.450" in mine, no problems! FWIW, the cobra is really a 1.25 track with nubs to bring it to 1.352" paddles, therefore 1.325" studs should be adequate.

I have the 1.450 fat heads with double backers on my cobra. very aggressive bite. The Cobra can be studded as a 1.25" lug. Its just the nipples that make it a 1.352" lug.
I used a 4-2-2-2 pattern for 142 studs in my 144" Cobra. I used the snake skin track texture to offset every row. I used the backers as the templete and moved it throught the pattern.
it's a 12 row pattern and it comes right back in on itself at the end.
1) 2 double backer at the outside edge of skin pattern
2) 1 double in center
3) 1 double 2 scales in from left
4) 1 double 2 scales in from right
5) 2 double 3 scales in from both sides
6) 1 double in center
7) 1 double 1 scale in from the left
8) 1 double 1 scale in from right
9) 2 double 2 scales in from both sides
10 1 double in center
11 1 double 3 scales in from left
12 1 double 3 scales in from right
