They look identical to the naked eye. What's the difference between the front A-Arms from an RX1 and the ones from an 06 apex? And can I use a arms off and RX1 on my 06 Apex?

No they are slightly different to accommodate the different spindle on the apex. I can't remember the details exactly. Apex is lower then RX1 by over a 1" I think changes your camber and castor. You may be able to physically bolt them up but it would be the wrong geometry.

What are you trying to accomplish by using RX-1 arms?

I smashed the arms on one side and picked up a set of used RX-1 arms to replace them with. They look the same but every place I look has them listed separately. Before I try to out them on I thought I'd ask if there is some reason they won't work.

Get a hold of Travis at Barn Of Parts, and chances are he has the "correct" part for your application.
