The apex works different than an rx as key on power turns on fuel injection system. The starter relay is only responsible for starting.

Ok I spliced all of the wires together. those mice are Mean little critters. When I turn the key there are no lights or gauges. I have checked all of the fuses everything Is good. I hear the fuel pump turn on and the relay on the left click. If I try to start the starter will engage. Since I was at it I checked all of the ground blocks they were fine. Any more ideas for me??

Does it crank? If yes the battery could be to low for injectors to work.

Yes it cranks over I am just concerned because the gauges don't light up I have only turned it over I didn't try to star it. I will go try

It starts and runs fine. In the service manual it said to put power to the red and black wire and the gauges would light up. I did that and nothing I am thinking I might have fried the gauges when I first powered up because of the mice damage. I am going to order a new cluster. Any ideas where is the best place to order them on line is?

There's people parting them out all the time on here. I've never heard of the gauges frying. Yes but you still need a ground for it as well. It's getting alot of signals from the ecu as well. I would try somebody else's gauges before buying.
