    Exactly. And I have yet to drive a vehicle with sufficient engine braking force, including trucks with compression release brakes and 1960's big block cars with the dashpots unhooked.

    It's an emission control which limits engine vacuum on deceleration by increasing airflow through the idle air control valve and it interferes with normal engine braking. Some don't mind it, I do. Look up throttle hang relating to vehicles. There are thousands of complaints about it.
