A bead of silicone or similar adhesive is how every mirror on a new vehicle is attached. There is nothing permanent about how any components are attached to a vehicle.
Adhesives will not work on polyethylene. A hot weld type of repair or mechanical plug are the options. The filler necks are spun against the tank creating heat to fuse them on at the factory.
How about a single cable which works in compression and tension like boat outboard engines use. I have thought about it but never got around to trying it. Incorporate an easy steering ratio adjustment while your at it.

A throttle assembly from a Honda crf250 works well on Yamaha sleds. The threaded adjuster on the carburetor end of the cable is too small to screw into the cable mount, but it works to just clamp it between the two nuts, custom cables would fix that. I use an aluminum throttle tube, it works...
The engine stays in place, careful not to knock rivets into the water pump. Take out the fuel tank to loosen the steering gate, makes lining it up easier. Stavex BS01-0618 rivets From Fastenal in Saskatoon or wherever is easiest for you.
