IMO...most important thing is to always use a premium synthetic oil on the 998s and change it regularly...0W30 or 5W30....cheep oil leads to big problem$
Recently most car manufactures have been dealing with major engine failure issues...common recommended oil 0W20...ultra high mileage...
Sounds like a wiring harness issue. The Apexs were notorious for ground block issues so I would start there. I have heard the wiring harness that runs along the frame just above the clutches can also be a problem area.
Check the voltage right at the battery terminals when the sled is not running and ignition is on then start the sled and check the voltage again right at the battery.

At 21,000 km I would think it is definately a consideration to replace the helix, pins , and rollers.
On the secondary clutch I have had good luck with the OEM rollers.

IMO...the 144" Apexs were just too big....too heavy...and never rode or handled real well. I have a 136" but I would stick to the 128" for sure for my wife.
