I'd bet it's normal. It throws me for a loop every fall. It feels like you can pull it up 6 inches, then it''ll just drop down by itself a few inches, then it'll drop down further with very little weight at all. If you then climb on it and jump, it won't seem to move. It stops when the rear scissors hit the blocks on the back of the rails. At least that is what mine has been doing, or acting like. Took it for a ride, and no problems.
If nothing is broke, or rusted up, i'd bet you're fine.
