Well it runs lol. So after countless evenings going over everything this past Monday I had a thought about the carb plates having to much of a gap causing it to suck to much air though the carbs. Well that's exactly what it was sucking to much air through carbs causing it to not have enough vacuum pressure in the intake pulse lines to pumps, I adjusted them again and it fires right up.
