Matt are you talking about the floats, is that what you have? All shocks when new are very tight.
On the floats they have a very tight seal to keep the air in. This shock requires more force to get them moving than any other shock. On motorcycle forks this phenominon is called stiction. Logic tells me that the floats on very minor bumbs they might not initially react as fast. I have very little real world riding on the floats, it is just an educated guess
