2011 Apex fuel injection

Does anybody know what the electric device on the fuel injection rail does? It's located 90 degrees right angle next to the TPS. It is pictured but not identified on the fisch. It makes a sound when the key is turned on and also when turned off.

You mean located on the throttle body? Sounds like you're talking about the IACV.

Yes it's on the throttle body. What does it do? And is that normal to make that noise?
