2013 Apex electrical issue

Having an issue. I don't use an electric shield but I let someone ride that did. No power to FACTORY plug(2011+ had this). Ok easy, change the fuse when we get home.
3A fuse was blown so I swapped it. Still no power!... strange.
Next, I check for power in the fuse box to the fuse itself..... key on/off no difference. I have NO power to the base terminal of the fuse. This sled is in excellent shape and works perfectly.
FYI, I checked the 5A fuse also and have over 12v.

Has anyone had this before? Does the acc have its own supply to the fusebox from the battery?

I am trying to find a wiring diagram. Thanks.

Ok so this is a non issue. Engine must be running!!!!
Works perfectly.
Mods if you want to delete no problem but maybe it'll help someone lol
