2018 SnoScoot clutch bolt

Could someone tell me the proper way to tighten down the primary clutch bolt to the correct spec? Once I get it a little tight it the clutch spins when I try to tighten it to 20ft/lbs and can’t figure out how to hold it so it doesn’t move.

On bigger sleds I usually lock the brake, then jam a key with adequate length between top of primary and center/bottom of secondary. Take care not to place it on sharp/weak parts. Not sure how the smaller ones look.
