Its more likely that the speed sensor circuit needs satisfied. If it was the tors you would have a trouble code flashing in your gauge cluster and you say it isn't. If it was the TORS, the ecu likely wouldn't allow the machine to accept any throttle, which is typically how it works. Work on getting an input from the speed sensor to the ecu and go from there. You wouldn't even have to make a permanent setup at this point. If you could just fool it temporarily to take the machine for a test ride to see how it responds. If it were me, I'd hook up the sensor, find a way to mount the gear to a cordless drill and find a passenger to work the "speed sensor" while you take it for a ride to "test" it. Or you could "engineer" a better approach. Either way all you are doing at this point is diagnosing the problem.
