Bad tps???

Think I have a bad tps I say this because I can'tget Iit to calibrate right on my power commander v. ...at always shows 16% throttle with engine running causing it to run rich and burn fuel like crazy..i checked it in diagnostic mode and I got 15 closed 87 open throttle..i loosen and tried to adjust I got 16 at closed but on pcv was still showing 13...so Iremoved it and in my hand pplugged in looking at guage pod on diag mode it would not zero it always started at 3 and when turned with screw driver it show max of 114..but still lowest on pcv was 7...i have noticed on the past I'd get code 15 ..iseen tthat tonight when I unplugged with key on..i always thought it was a tors code but tors is bypassed..any way any in site be great ..any one ever have this problem?..other thing I noticed when riding sled was 1/4 throttle was really hitchey and kinda missing a bit but blaming that on the tps sensor and the fact I can't get tps to calibrate correctly.. 
i having trouble to get my profile to change to set up I'm running so I'll tell u here..it an 06 yamaha apex gt ..mpi stage one s/c...pcv with auto tune
