I already figured this out but wanted to post it here if it might help someone. My phazer has been blowing the 10 amp ignition fuse located on the side of the starter solenoid. It was blowing it intermittently until finally it popped the fuse about a 1/4 mile from my house and would instantly burn any fuse you put in it as soon as I turned the key on. I traced it back through the wiring diagram and this fuse powers the fuel pump and fuel injectors. After some trouble shooting I figured out it was a locked up fuel pump that was causing the fuse to blow. Replaced the pump and all is fine.
