Bulkhead removal

Does anybody know when removing front bulkhead does the the steering gate have to be losened or removed . I am at the point of removal but the bulkhead seems very tight to the steering gate

i had to take the seat and tank off and remove all the bolts for the aluminum frame thing and pull it back to get the studs out of the front bulkhead.. then it came right off for me.

I figured more bolts to add to the collection
