2011 apex all stock with ulmer clutch kit.. And out tonight and from take off it will rev up to 10500 then drops to 9500 going long trail left off and hold it wide open won't go over 9500 snow is loose and I'm going through fuel like crazy.. Would the ex up be holding the motor back or try the stock secondary back on!!

I have broken the cables on my EXUP, EVERY YEAR, and when that happens, my mileage goes down about 2mpg and rpms drop appx. apprx. 5-600 rpms, it seems. So a good place to start would be your EXUP. Keep us informed what you find out.
