Can I put a 23 tooth gear on the top and not have to change the chain on my 2012 apex?

You will have to change the chain as well.
24/37 gearing is stock and has a 70 link chain.
23/37 gearing requiers a 68 link chain.

The secret number combination is to add the number of teeth on both sprokets. If the total is 60 or less, then you need a 68 link chain. If the sum of the two numbers is 61 or more, you need the 70 link chain.
