Help with fuel pump please

I have a diaphragm fuel pump question for someone smarter then me!! Should gas flow through the pump when the sled is not running? The fuel pump on my daughters sled is letting gas go through the pump when it is not running but it is not filling up the motor. I have the fuel pump hanging off to the side with no hoses other then the inlet line from the tank hooked up
and gas will drip out of the outlets.
