that's not it, I didn't have the lower shaft out. I have looked at that microfiche and can't for the life of me figure out where it belongs. I guess I will have to take it apart after work again!!!
On the top shaft there was a spacer and washer that came off when I removed the jack shaft, I put these back in place when I re-installed, does this extra spacer I have go in the case side maybe before the top gear goes back on??

Thanks for the help, I actually think it is #27 in the diagram. Got to take it all apart and check it out.
