need help asar with reverse

put the 23 tooth gear in, now i am putting the chain case cover back on. does reverse levers connect from the top or the bottom of the gear?if i am looking at it from the top do the arms lay down on top of the gear?

I just put mine back together. I slid the arms down from the top
