That's an Impulse Turbo set up. They put the fuel tank under the seat to make room for the hair dryer where the fuel tank used to be.

Yes i made it myself. Bent the tubing at work and welded it up at home. The bracket is just rivited to the seat pan and it seems to be rigid and should hold up quite well.

You should put those seat posts into production. Looks really clean.
