I see the book says when filter change its 3.2 qts but when I changed the filter drain the pan and tank, 3.2 qts only brings it to E-mark on the stick on both of my 03 RX1S. I assume 4 gts is with everything completely dry.

I didn't change the filter but drained the pan/tank and it took about 3.5 quarts to get it right up to the "f" line. 3 brought it to full initially, then after running it a bit and letting it sit it was then down under "e".

The E on the dipstick stands for Enough and not Empty so it is safe to leave it at that level but you should get it closer to the F. Also, when you check the oil level you only seat the dipstick on the threads and do not screw it in. If you did, you would get a higher reading than normal. And the 3.2 quarts is not really an exact measurement since it all depends on how much oil stays in the engine block and how much goes back to the tank since it is a dry-sump system. The system takes a total of 4.0 quarts.
