Does anyone know what exactly the whole decompression thing for cold start issues is? Would it have any impact on a compression test with the motor cold but completely out of the sled and not connected to any electronics (jumping power to starter to spin it)?

It shouldn't affect a compression test. From what I understand, they are centrifugal so once it's running, it brings the cam timing back to operating degree. Kinda like variable valve systems in cars. The manual likely takes the fact it's in lower compression mode for starting.

The decompression pins are activated by springs. When the motor is running centrifugal force them back. So yes, they will probably have an impact on a compression test. They have nothing to do with the electronics or hydraulics or oil pressure as in most configurations that has variable valve timing.

Yeah, I ended up pulling the valve cover off and taking the slow motion video below while cranking. It doesnt turn over fast enough to disengage them:

You can deactivate them by pushing them outward.
