Are you saying the pulley is going to run out of round from the shaft center?
The whole shaft could be adjusted in an arc but not just a pulley.

Yes thats the idea, the hole is no longer in the centre of the pulley once you rotate it. Its not much mind you so hard to see. Only the very outer portion of the bearing spins , the whole "centre" stays put allowing for the offset position.

Very common in automotive timing belt applications, mostly imports but the domestics are now using timing belts as well now.
