I am finally getting my 07 Phazer back together after many years of sitting. I went to put the rear FOX shock back in and it looks like I am missing half the bushing on both eyes? Or am I just forgetting that Fox only used a bushing like this? Any info would be of great help.

It looks like the bushing is just pushed over to one side. Push it in so it's even. Then make sure the inner bushing is same width as where it mounts. If not you need to add a washer to each side that has same ID as bolt OD. Fox never came on a Phazer so that is aftermarket.

I bought the shock from Carver years ago and the bushing has a lip on just one side and not the other so I cannot push it in to make it even. That's why it looks to me like its missing the other lip.
Yea that's not right as is.
Okay got better view of your pics. Here is what I would do.
Remove the bushings and metal sleeve.
Ensure that the metal sleeve is exactly same length as the mount is wide or very close.
If it is try finding another bushing with lip on it.
Install both good bushings in shock leaving metal sleeve out.
Measure the width of eyelet with both good bushings installed.
That measurement must be less than the length of the metal sleeve or shock will bind or wreak the bushing like yours did.
If it's not some of the outside of that lip needs to be removed same amount from both bushings. So you will be making the overall width of eyelet with bushings installed narrower.
Other option is bring suspension over here and I would be happy to get it fixed for ya.
