Removing Upper Idler Wheel

Hi gang -

Trying to take off the upper wheels so I can repack/replace bearings. I removed both bolts that hold the rear suspension up and have clear access to the wheels, but they are not sliding off - what am I missing? Maybe they're just corroded but sled has only been used one season...lower wheels came off no problems at all. Thanks for any hints -

They are locked in with a collar. The collar has an Allen key bolt locking it onto the shaft.
