RX1 Only one Carburetor leaks after starting

Help: I just thoroughly disassembled my 4 carbs and cleaned everything. also cleaned out the gas tank. Put back together filled gas tank half way primed the fuel pumps and she started right up.. running smooth. Only problem is carb # 1 only leaks a little gas out of the little port on right side of the throat closest to the air box of the carb. see attached picture. Why? is this a float problem. When they were dis assembled I did not check the float heights. Any suggestions.

Looks to me that the needle valve is stuck on that carb. I had it happen to me. I doubt it is the float level because it would have to be really far off for fuel to exit the vent. I think the higher ethanol content in the new gas is the culprit.
