Smokey, you should be fine with a 2" riser on your '03 unless you are running the low windsield like me. I have a 8" Fly pivot with a 3/4" MPI block and Sporteck pivot adapter (about 9 1/2" rise) on my '03 RX-1mtn.
The bars are even with the top of my windshield with this set up. Only time my hands have been too cold for comfort ar at temps around -20 riding trails at 70+ MPH. When this happen I just put my heavy gloves on and my hands are nice and toasty warm. Here is a pic of my bar set up and the gloves(light weight) I normaly ride with for better control while off trail boondocking.
