Just bought another winder and it's surging 0-5mph..motor is running smooth so what in the drivetrain causes this?2900miles on it!

If motor smooth it sounds like belt too tight or primary issue and it's engaging/grabbing.

Its prob to do with clutch engagement RPM. For trail riding, I have my SW engagement under 3000RPM and it does this to some degree as well.

You have a flat spot in the belt. Change the belt

Mine does this too, I think it is just that the clutch engagement is right around rpm that you want to drive around the yard or go slow at and it is just engaging and disengaging the clutch. Probably a different primary spring would help. My primary is all stock btw

Check your primary and secondary rollers

They are both new. Both clutches just gone through. Brand new Ultimax belt too. I’m not worried about it just replying to OP that it’s not unusual. It only happens in very specific circumstances to me when I’m trying to go really slow. I’m probably actually causing it.

I’m betting it’s your belt

Could also be warped or bent sheaves on the secondary. Maybe check the bushings in the secondary as well. Put it on the stand and watch the belt and clutches. Does the belt go up and down in the secondary? I've also seen belts cut inconsistently in width, so wide and narrow spots on the belt.
You'll have vibrations with any of this if its in the driveline. Also check the front drive of bent shaft or drive sprockets.
