What is this part? And do I need to re-seal air box boots?

The part in the first photo has an oil gas residue. It is directly above the throttle body on the PTO side. There is nothing above it leaking downward. Should this part have residue build up?

The second photo is of the airbox. The sealant around the throttle body boots is not sealing. Should I re-seal with silicone or similar?

Would either of these issues contribute to an idle issue. Sled idles low for 30 seconds when your first start it up from cold, then it recovers on its own. It also has a low 1100 RPM idle from time to time when riding around and blipping the throttle.
