What is this wire?

Need some help guys. I have a blown up 2008 phazer and I bought a good 2010 engine without the stator side. Can any of you tell me what this wire is? I have not found where the manual references it.

I'm not sure what that wire is for, but, have wondered myself, as it is used on the Apex's as well.

From what I've gathered it is an oil slinger to help with the splash lube going on in there.
