There are new relays available at the dealer ( different part number then the originals). Ive replaced mine and never a issue anymore. I do believe NAPA also sells a better replacement relay.

If it did not turn over I would say its the starter solenoid. It happened to my phazer this season and I kept turning the key and it eventually get unstuck and turned over. If possible I would use a hairdryer instead of water next time, or just your hand on it for a min or 2 to warm it up a bit.

Starter solenoid for sure.
I bought one of the new replacements, but haven't gotten around to installing it yet. While I was waiting for the Solenoid to arrive I had removed the screen above the Solenoid, and just use a pair of pliers on the rare occasion it won't turn over.

On a side note, anyone know how to embed youtube videos here?[/code]
