You can start it without riding it but the trick is to let it warm up completely. Also when starting it up turn the choke off as soon as the engine will run without it. I have 2 Rages and have started them once a month the last 2 off seasons and have never fouled a plug.

When I start my sleds up every month in the summer I let them run until they shut themselves off. I believe it takes about 5 minutes and the engines get up to operating temp.
I have an 05 Rage and it didn't get better than 10 - 12 mpg on the first few tankfuls. Some of the problem was deep snow but I think the 3 cyl is a pretty tight engine and it takes 1000 miles to loosen up.
I do all the normal cleaning and lubing but I also put stabil in a full tank of gas and start them once a month all through the summer. That takes care of lubrication of the engine and keeps the battery charged.
