I bought an new 13 vector, around 700 miles it began to develop a vibration through the handle bars and the foot rest. It has been back to the dealer twice, and they claim they can't find anything wrong. I ask about the dampers, but Yamaha won't sell them, and when I called Yamaha customer care, they just blew me off and said there is nothing wrong with my sled, or did they care. Some customer service. The vibration is so bad your hands by the end of the day are numb. I have changed the hyfax, belt, check track tension, and the sled is not studded. Does anyone who rides vectors ever experience this condition, it starts around mid-range 40 mph.

I have a '10 ltx . Sounds like you have some sort of problem .... that may be hard to find. I am just throwing some things out here.
Was the sled a dealer demo or was it bought private? has the track been changed (pitch not correct?) how about the clutches, I would get them off and take them to someone that can have a good look at them. Maybe try to find someone to swap you to try out.
When I bought my sled, it was a dealer demo. so it got moved around some. they used a fork lift with long pipes on it. When I got the sled home I found the body panel on the clutch side was hammered hard enough to kink it against the clutch. it turned out OK though .....Just had to put the panel by the garage furnace to get it hot enough to mold it back into shape.

Being it's MPH specific I would look at the run out on the drive shaft. I had a sled that had some vibration at higher speed's and that was the problem. It was not bad so I took it out and had a machine shop face off the drive wheels as that was where the run out was. Night and day difference. Try running it on a stand and watch the drive wheels. Almost has to be that or jack shaft/driven clutch.

If you can feel it in the footrest chances are its a drive line issue. Check the drive axle bearing, then chain case side bearings.

A track howl/vibration/whatever you want to call it is normal on thee sleds in the 35 MPH range. But when you say it started at 700 miles and it hurts your hands, somethings not right.
The dampeners won't help (they don't "help" anything IMO). You have a problem in your drive system and the most likely culprit is a drive shaft bearing went down prematurely. I would start by removing and inspecting the clutch side bearing. You can change it without pulling the track. It's really not hard to do.
Is your sled under warranty still? If you have a dealer that helps you, he should we willing to R&R the bearing(s) under warranty.
