I have a apex with a 1.5 inch track on it and it's stud too I wont to make it quicker and more top end on a bugget any ideas

A 1.5 lug track may hinder your top end.
As for quicker I know of a really good clutch kit for it. Been tested in my hands. Not super cheap though.

What gear do you have in the top. Change the track, the 1.5 is going to kill your top end.

IMO:
The 1.5 track is really hurting your top end...but it will really help your acceleration on snow.
Everything is a trade off.
105 - 110 mph on the GPS is about it for a bone stock Apex on Snow.
23/38 is a good all around gearing combination.
To gain more top end MPH you will need more HP...its that simple but it costs $$$$
I would recommend a call to Ulmer for recommendations...in my experience he won't steer you wrong.
