I have 3000 kms on it now and 250 hrs and its 8 months old could it just be from wear ?

What was done during your first service?? Maybe a valve adjustment?
If the valves were adjusted improperly you could loose power. I know I can tell when mine is in need of a valve adjustment it is slower then normal and after I adjust the valves its like a new machine all over again.
Maybe adjustment is off? The wrong lash guide could have been used or the wrong line on the crank could have been used for TDC.

I ride it in lots of mud and water mostly upto the racks could water be rusting something out and seizing it up?

Sounds like your primary clutch needs cleaning to me.
