How to check timing on a 88 moto 4?

I have a 1988 Moto 4 that has spark, compression and fuel but still will not fire at all. So the only thing I could think of that could be wrong is the timing is off. Someone also told me it could be flooded and to change the oil, they said that could be the reason it is not starting but I do not see a drain plug under the ATV. Thanks for your help!!!!!!!!!!
 

drain plug should be just below the pull starter and a little towrds the back of the machine .

to check the timing, remove the cam cover and the plug above the pull starter and line up the timing marks
