Ya I have the service manual, and did step by step, I have even watched videos I'm obviously doing something wrong or something else is going on. At this point a service manual isn't going to help me with the walk through

I have gone over the steps multiple times, I am using #3 cylinder the one closes to the magneto top dead center on compression, even used a balloon on a compression test hose, lined the cams up so the dots in the camshaft were straight up, also lining up with the camshaft covers. #3 valves are still hit on the cam lobes. (Valve clearance was checked before and was at the proper reading 0.21mm).
