Is Hose On Fuel Pressure Regulator Just a Vent?

I am putting together a Phazer that someone else took apart. Just about done but want to make sure the hose on the fuel pressure regulator is ust a vent hose? I can't tell in the service manual. I am asking because my machine won't start and acts like it isn't getting fuel. Thanks!
 
If you can take a picture of this and how it's mounted it would be great, thinking about changeing my regulator my self but not sure how much i need to take of to get to it and how hard it is to change.
Have my own topic on this also.

Here is a pic of the tube. Notice the end of the hose was cut at an angle from the factory. I can't find any place where a vent line would plug into manifold or engine... any help?

Looks like its not used according to the diagram.That would vary fuel pressure to vacuum.Not needed with a good map.
