Are the two smaller one for the 2 studs that hold the gas tank on?

Just took the seat off and no the washer are on there.

Also, as mentioned, the two small washers deinfately look like front arm washers. Evidence_ grease, thickness and grease as well as the spinning marks caused by the 17mm or 18mm nut turning. Secondly, judging by how greasy the larger one is, and its size, and how you can tell that part of it sits above the surface of the adjoining face, seems like the washer which sits on the shaft near the brake rotor and collar.
