Lucky I told you then 
The bushings are important to keep the runners in center of the skis and supporting them. But the washers can be removed safely I think. Then the nuts will go on the bolts all the way when tightened.
The only bushings that came with the mountain skis were the two main bushings for the ski bolt.

I did not know the torque settings, but I guess I will not loose my skis og runners anyway. Just used my feeling ;-)
