Or a hose guide of some kind! Bolted on the small end. But I don't remember seeing anything like that. Hose would have to get fed through so not something that would fall off

Hard to tell since we don't have a size reference.
It looks like a recoil rope guide for a 2 stroke application.

I’ve replaced tunnels sub-frames and bulk-heads and never seem that part before!
