Primary clutch torque specs and procederes

Ever since my sled was new I could never get into the rpms that I need to , 9900 to 10200 I have put on a Ulmer stage 2 clutch kit It help the excelleration of my sled but didnt change the rpm's . Called Allen at Ulmer he thaught that it might be in my primary clutch. I am barrowing a buddy's clutch for test purposes, same sled, we baught the clutches at the same time they are set up identical. his sled tachs at 10700 to 10900 every time. He also pulls me every time mid to top end. We are also both running the same Carlisle belts. So need some tourque spec for reistalling clutches Thanks
PS or any input on why this sled just dont tach out.

.Using a clucht compressor, you can change weights in about 10 minutes without pulling the clutch. If you're changing the spring, you'll need to pull the cover which adds about 10 more minutes, but IMHO that's a heck of a lot easier than pulling the clutch. However...

We have the same set ups in both sleds I dodnt want to change weights yet because I think I might be covering up a problem If I take out weight of the tip the rpms will go up. If I install his complete primary and it goes to 10700 plus I have a problem with mine Thanks for the Specs.
