It changes the poition of the ignition system in relation to the crank shaft, in simple terms. it allows you to advance the timing for better performance in certain conditions. There are definately more experienced snowmobile engine tuners here who could elaborate, but in a vehicles engine, you can boost performance slightly by advancing the timing.

Yes, essentially, except that the ignition module will let you adjust the timing, not just advance the whole curve.
