i purchased a 07 phazer and noticed that the front shock in the rear skid is adjusted all the way tight, what will this do being this way? should i loosen it up, ive never really played with this shock settings be for, have always left it with the factory setting.

Wait for the rest of these guys to answer, but it sounds like the exact opposite of what you want. Mine was just at the factory, (more neutral) setting and i didn't like it at all. Get under there and brush the threads off nice with an old toothbrush or something, so when you go to adjust, it's much easier. I'd bet guys will tell you all the way loose so it's just snug and don't rattle in there.
Depending on how tight the limiter strap is it will make frontend feel light and can lead to pushing.

yes go all the way soft i turnd mine up halfway last year and it was so stiff i hurt my back just trail rideing.

Do you need a special tool to adjust this shock?

Well.... A spanner wrench would be nice. Get the back off the ground a little to relieve some tension, you may be able to turn it by hand? You will have to give the jamb nut a whack with an old screwdriver and a hammer. It'll take you a few times to get it loose enough to back off, and this may drive you nuts, but it's pretty straight forward.
