replacing a steering boot

Can you tell me how I replace a steering boot on my 2006 yamaha apex? It's ripped and I bought the new boots. I tried just pulling it off however, it appears to be stuck/sandwiched inside the bulkhead. I just dont want to pull it right off if I'm supposed to take it out another way. Please let me know.

It comes out from the inside. It is sandwiched between two pieces and is held in by rivets from the outside. Check parts 63 & 65 in the microfiche.
