Intermitant starting, mostly not starting
Already changed relay and cleaned connections
I can rotate primary clutch 1/2 or more turns clockwise and get it to start
When it turns over it sounds clunky
Had starter off and brought to a shop they said it functioned properly
Is there any problems with flywheel that cause electrical cut off?
Just bad starter?
Any ideas?

most likely starter they make noise when bearing is failing with no load it will spin just fine but under load make lost of noise. almost always is a bad bearing when they are making noise can check sprag gear as well it connects the starter to the flywheel and has a one way brake that can go bad as well.

i would pull it down as it sounds like missing flywheel teeth or the 1 way clutch is going bad. had to do that on a truck i owned foe awhile as there was flywheel teeth missing.
I would say the starter. if it will not start try a long screw driver between the airbox and the frame on the starter. tap it with a hammer while you turn the key and see if it starts. Sometimes they will function intermittently when they start to go. If it starts then something in your starter is loose and binding it up. When mine stared to go I learned to pull start it from the primary with a strap so I would not be totally stranded.
